General Management

Missions:

Coordinate and exercise the general administration of the Company, executing all acts necessary to develop business management.
Promote its policies, as well as the development of new businesses after the corporate purpose and take part in all acts necessary for its fulfilment.

Functions:

  • Coordinate the performance of the Management Departments and other management units of the Company in compliance with their respective functions, understanding the asset and financial administration of the Company.
  • Elaborate the Policies and the Business Plan to meet the Company’s goals and present them to the Board of Directors for its consideration and approval.
  • Propose to the Board of Directors the corporate organisational structure as well as the Annual Budget of the Company.
  • Understand and take part, by itself or through designated persons, in the relevant negotiations.
  • Ensure compliance with the rules and directives by the Company’s Management and Management Units.
  • Supervise the elaboration of the Annual Report and the General Balance Sheet of the Financial Years.
  • Promote the issuing and/or changes of Internal Regulations and any other legal instrument, when it deems necessary for the better running and/or fulfilment of the Company’s goals.
  • Execute by itself and/or through third parties, all the acts that are necessary for the development of the business management before the national, provincial and/or municipal agencies, private companies and/or people.
  • Establish its staff, appointing those responsible for the different Management and Head Offices, their subordinates, as well as the staff in general, to guarantee the fulfilment of the company’s goals.
  • Monitor the proper execution and implementation of the Contracts assumed by the Company under the direct responsibility of the Management or whose contractual manager is within its organisational structure.
Deputy General Manager

Missions:

Intervene with the General Management in the fulfilment of its Missions and Functions, carrying out the necessary actions for the proper development of the business management.
Ensure the availability of financial, human, technological and IT resources, as well as the provision, safekeeping and care of the necessary infrastructure to assure the quality of the services provided by the Company and their reliable and safe supply for staff and third parties.

Functions:

  • Working together with the General Management in the fulfilment of its Missions and Functions, by participating in the coordination and exercise of the general administration of the Company.
  • Jointly with the General Management, to set up the staff, cooperating in the choice and appointment of the heads of the different management and head offices, their subordinates, as well as the staff in general, to guarantee the fulfilment of the company’s goals.
  • Manage the Company’s human resources to make sure that the right people are at the right place at the right time, according to the goals set, taking care of the work environment
  • Manage the human resources assigned to the fulfilment of the functions in charge, being responsible for the control of their attendance, qualification and promotion.
  • Ensure compliance with applicable laws and regulations.
  • Intervene in the coordination of the relations between the Board of Directors, the General Management and the other Managements of the Company.
  • Comply and enforce the decisions made by the Board of Directors, as well as the rules and procedures in force in our company.
  • Collaborate with the General Management in following up on the recommendations issued by the Internal Audit Unit.
  • Collaborate with the General Management in the patrimonial and financial administration of the company, exercising its control.
  • Collaborate with the General Management in the authorization of the acquisition of goods and contracting of services following the contracting rules and procedures approved by the Board of Directors, as well as the legal provisions and regulations that apply to us.
  • Collaborate with the General Management in the authorization of all operations under its responsibility according to the policies approved by the Board of Directors.
  • Collaborate with the General Management in the review of regulations, standards, procedures and other internal documents necessary to make sure compliance with applicable laws and regulations, as well as safety and operational quality management, before submitting them to the Board of Directors.
  • Collaborate with the General Management in the celebration and execution of ordinary acts and contracts for the normal operation of our company, whose responsibility has been delegated by the Board of Directors.
  • Collaborate with the General Management in the achievement of a communication dynamic that enables the interaction between the different organizational levels, promoting an ethical system of shared values.
  • Collaborate with the General Management in ensuring the existence of the necessary support systems (hardware and software) for the provision of safe operations, as well as the definition of the policies inherent to the administration of the Company’s resources.
  • Collaborate with the General Management in the dissemination of organizational policies, to commit the organization to a culture of compliance with the rules, ethics, safety and operational quality as a priority. Collaborate with the General Management in the development of a reporting system and communication of results to issue, check compliance and review the policies and aims approved by the Board of Directors.

  • Organize and carry out the Collection and Invoicing System of the services provided by the Company.
  • Carry out all the necessary actions for the fulfilment of the national, provincial and municipal tax obligations.
  • Carry out the financial programming and follow-up of the Company’s Budget.
  • Carry out an integral follow-up of the markets in which the Company operates.
  • Facilitate the design of strategies for each market in which the company participates.
  • Define price and product positioning policies.
  • Evaluate the impact of the current regulatory framework (and its eventual changes) on the Company’s Business Plans.
  • Prepare and update the integral projection of results and management control indicators of the Company, issuing reports that allow decision-making, and coordinating corrective actions with the pertinent areas.
  • Carry out the profitability analysis of the different business lines and carry out project evaluations at the request of the different business units of the company.
  • Manage purchasing agreements with other operators, providers, public utilities, provincial and municipal entities, leading negotiations to meet the company’s strategic goals.
  • Evaluate the feasibility of new businesses and lead their development together with the Commercial Management.

Information Technology Management (ITM)

Missions:

Manage, coordinate and direct the technological resources that make up the organization’s IT infrastructure, ensuring their proper functioning and facilitating them to develop IT services and products for internal and external use.
Direct, organize, coordinate, control and operate all the services that the Company offers and provides to public and private clients through the National Data Center.
Provide computer security services transversely in the organization and its clients, through strategic planning, coordination and administration of computer security processes, as well as to spread the culture of information security among all members of the organization.
Assist in all aspects related to Cybersecurity, including the generation of detection, defence, response and recovery capabilities to incidents in the National Public Sector.

Functions:

  • Define, carry out, keep up, update and document the company’s information architecture model, oriented to make sure data and operational efficiency.
  • Develop, document and communicate policies and procedures about IT-related activities.
  • Manage and protect the Company’s information resources and the technology used for its processing, against internal or external threats, deliberate or accidental, to make sure compliance with confidentiality, integrity, availability, legality, reliability of information and compliance with current external regulations.
  • Lead and supervise all IT projects contracted to third parties and be the technical counterpart of the contracted IT systems.
  • Ensure the integrity of the information stored in computer equipment owned by the Company, as well as develop and execute the necessary contingency plans in case of loss of such information.
  • Safeguard and keep up the available computer assets, both hardware and software.
  • Provide and keep up secure IT equipment in a suitable environment and make sure safe working procedures when operating IT equipment.
  • Ensure and manage the updating and maintenance of the technological infrastructure and base systems.
  • Propose, manage and attend to the updating of information systems, in coordination with the user areas, incorporating best practices and new technological trends.
  • Propose plans and budgets for the acquisition of information technology resources required to make sure the technological renewal and implementation of Information Technology projects.
  • Formulate the Training Plan based on competencies.
  • Develop, integrate and carry out information systems required by the company for its ideal operation, administration and management.
  • Define the information technology architecture that guarantees alignment with the organization’s strategy, processes, and information, documenting the multiple architectures or views that meet current and future business needs, ensuring compliance with sustainability, adaptability, flexibility and modernity criteria.
  • Maintain the infrastructure and design and carry out the services of the National Data Center.
  • Provide after-sales service to clients of the National Data Center.
  • Manage the risks related to the achievement of the aims of the Divisions under his charge, through their identification, treatment and control.
  • Define the IT security of the organization together with the General Management, applying a risk analysis method for its evaluation.
  • Define the IT security policy and procedures of the organization and its business units.
  • Manage the security incident response group, to discuss the problems related to computer security within the organization and its business units.
  • Promote the application of audits focused on security, to test the IT security practices within the organization and its business units.
  • Develop and keep constantly updated, in coordination with the public and private sector, digital security policies, with a specific focus on critical infrastructures.
  • Research and join new technologies and tools in the area of information security to lower vulnerabilities in the digital infrastructure of the National Public Sector and critical infrastructures.
  • Monitor the services provided by the National Public Sector through the Internet network and those identified as critical infrastructure to prevent possible security breaches.
  • Alert in cases of attempts to breach critical infrastructures, as well as vulnerabilities found.
  • Advise organizations on tools, protection techniques and defence of their information systems.
  • Provide technical advice in the event of security incidents in information systems.
  • Coordinate actions between the computer network administration units of the National Public Sector and other agencies, for the prevention, detection, management and collection of information on security incidents.
  • Propose and coordinate the actions of the computer emergency response team at the national level, managing all the information on security incident reports in the National Public Sector and channelling their possible solutions in an organized and unified way.
  • Act as a repository of all information on security incidents, tools, protection and defence techniques, standards and best practices.
Terrestrial Operations Management (TOM)

Missions:

Propose the strategy and manage the necessary technical solutions for the implementation and maintenance of the products and services we offer to the market, ensuring the existence of a quality policy in its processes.
Propose, coordinate and control the deployment, development and growth of the Federal Fiber Optic Network, and carry out the engineering projects associated with the Network, established by the General Management.

Functions:

  • Manage the human resources assigned to the different sectors and the fulfilment of the functions in charge, being responsible for the control of their attendance, qualification and promotion.

  • Supervise the correct implementation and execution of the contracts assumed by the Company with direct competence of the Management or whose contractual responsibility is within its organizational structure.
  • Comply and enforce compliance with laws and internal regulations.
  • Develop its functions with quality orientation, both to the Internal and External Clients. To aid the Board of Directors, the General Management and the Deputy General Management, in the aspects of their competence.
  • Participate in the elaboration of the Company’s Business Plan within the scope of its competence.
  • Manage customer care, operations and maintenance services related to our services provided or to be provided.
  • Guarantee the highest standards of service quality for the development of the National Telecommunications segment, safeguarding the Company’s assets and information, ensuring the security of equipment, facilities, documentation and people.
  • Prepare the technical specifications for the purchase of materials required for maintenance and operation projects, and carry out the technical evaluation of the different bidders.
  • Coordinate with the Commercial Management the adequate execution of the Contracts from the technical point of view, fulfilling and monitoring the obligations assumed by the Company with its Clients.
  • Implement, keep up and update the indexes and Management Reports that prove the Company’s service standards.
  • Plan, direct, organize, coordinate and control the implementation and operation of the communications and data network of the National Public Sector, its deployment, traffic, accesses and operation of its services, seeking optimized processes, guaranteeing the quality and associated costs to make sure the competitiveness of services.
  • Plan and design the needs of the National Public Sector network and municipal connections with the resources of the Federal Fiber Optic Network.
  • Carry out the Planning and Deployment of Works and Equipment for the implementation of communications networks in general, complying with the quality standards defined by the policies in force, controlling and managing the Bids related to the Projects.
  • Optimize and/or expand the Infrastructure, as well as the implementation of new technologies and services.
  • Coordinate, direct and control suppliers and the development of all engineering projects associated with the implementation of services over the Federal Fiber Optic Network, and over any of the Company’s communications networks, ensuring cost efficiency and timely compliance with the assigned objectives.
  • Establish agreements and coordinate the operation of secondary networks, and promote the signing of provincial, national and international agreements related to networks and communications.

  • Design, carry out, execute and control the terrestrial segment of satellite services, including our teleports and remote stations installed at customers.
  • Design, carry out, execute and control the Development Plan of the Argentine Geostationary Telecommunications Satellite System Platform (SSGAT), with the firm goal of bringing it to standards of efficiency and international competitiveness.
  • Supervise, manage and guarantee the efficient and correct operation of the Satellite Platforms in flight and use the information collected to optimize the operation of the Satellites.
  • Deal with issues related to the sale and/or commercialization of satellite platforms together with the commercial areas of the company.
  • Intervene in the purchase of satellite capacity.
  • Propose the goals and strategies related to the transport and commercialization of telecommunication products for the population and the reception of audiovisual services.
  • Define, set up and propose auxiliary services and information, complementary and interactive applications for open digital television (TDA).
  • Establish coverage and quality improvement goals for the open digital television (TDA) service.
  • Design, propose and manage new projects related to the transport of audiovisual services.
  • Assist and set up, together with the Commercial Management, the link with providers and organizations related to audiovisual communication services.
Commercial Management (CM)

  • Develop and manage the Commercial Management Processes.
  • Coordinate with the Legal Affairs Management the drawing up of contracts with clients.
  • Inform the Administration and Finance Management about the economic aspect of the Contracts.
  • Prepare the Action Plan for the approach of the Target Market.
  • Sign the approved Commercial Contracts, according to the Authorization Level established in the Company’s Sales Manual.
Legal Affairs Management (LAM)

Missions:

Act as the Company’s Legal Service, advising it on all matters of such nature as may be required, and representing it in jurisdictional matters; to meet business efficiency and effectiveness within the framework of respect for the legal and regulatory standards in force.

Functions:

  • Elaborate, supervise and propose corrective actions about the Budget of his Management, aligned to the Business Plan.
  • Manage the human resources assigned to the different sectors and to the fulfilment of the functions in charge, being responsible for the control of their attendance, qualification and promotion.
  • Advise and/or take part in the establishment, management and follow-up of links, agreements or contracts with third parties, which are convenient for the faithful fulfilment of the mission.
  • Supervise the correct implementation and execution of the Contracts assumed by the Company with direct competence of the Management or whose contractual responsibility is within its organizational structure.
  • Comply and enforce compliance with Laws and Internal Rules.
  • Develop its functions with quality orientation, both to the Internal and External Clients.
  • Assist the Board of Directors, the General Management and the Deputy General Management, in the aspects of their competence.

  • Take part in the direction, coordination and development of the Company’s legal assistance, performing the functions of permanent legal advice service.
  • Exercise the defence, representation and legal sponsorship of the Company in all legal proceedings in which it is a party.
  • Prepare the legal opinions and/or rulings that may correspond or that may be requested.
  • Advice and aid the Company in all those legal and/or juridical matters that may be required.
  • Intervene in the administrative procedures related to the Company’s compliance with the regulatory framework.
  • Assist the Company to frame its activity within due compliance with the regulatory framework related to the Telecommunications sector.
  • Assist the Company to comply with the legal framework in force of Telecommunications, so that the activity related to the commercialization of products and/or services to be marketed complies with the existing regulatory standards.
  • Advise, aid and intervene in all matters related to the defence of the rights and compliance with the legal obligations that correspond to the Company in matters of Telecommunications.
  • Legally intervene in the processes aimed at requests for permits, licenses and authorizations to provide telecommunications services.
  • Assist, at the request of the competent area, in the drafting of the Bidding Terms and Conditions within the framework of the contracting procedures.
  • Take part in the bidding processes carried out connected with actions related to the area of its competence.
  • Assist at the request of the competent Management in the drafting of Contract projects, and to provide legal advice to the former within the framework of Bids and Contests where the Company decides to take part.
  • Advice on the legal and juridical aspects in all the Company’s negotiations, both national and international, whether bilateral or multilateral.
  • Support the internal disciplinary proceedings, in those cases where the competent authority has ordered the instruction thereof.
Deputy Human Resources Manager (HR)

  • Develop performance evaluation programs and others related to staff development in the Company.
  • Manage, in coordination with the specific sectors of the Company, the implementation and development of communication strategies establishing links between the different sectors of the organization.
  • Manage internal communication.
  • Supervise and coordinate the medical service and general transportation services for staff.
  • Create specific action programs to be implemented within the framework of Social Responsibility between organizations and companies that address the associated management for respecting labour rights, promoting sustainable development, social inclusion of vulnerable groups, the generation of skills to increase employability opportunities and the development of entrepreneurial skills.
  • Represent and/or propose the company’s participation in various acts and events organized by entities and NGOs in the field of Social Responsibility.
  • Plan the different Social Responsibility action programs carried out in the company: environment (energy saving, use of alternative energies, waste recycling), no food waste, recruitment support, social benefits for workers, volunteer programs and present it to the General Management for approval.
  • Propose and promote new Campaigns/Projects in the field of Social Responsibility, integrating them within the Strategic Plan with a clear goal and giving them internal and external visibility to place the Company as a socially responsible organization.
  • Guarantee equal opportunities for vulnerable groups with difficulties in accessing employment and developing their work activities.
  • Stimulate social dialogue to respond to the demands of different audiences and build practices of shared value and social inclusion, implementing quality, pioneering projects with social impact to promote employment.
  • Promote social training, provide the necessary tools and education, raising awareness of sustainable development.
Corporate Services and Logistics Sub-Management (LMS)

Missions:

Manage, coordinate and supervise the Company’s general services, performing maintenance and controlling all the Company’s patrimonial assets.
Ensure health and safety in the work areas.

  • Develop its functions with quality orientation, both to the Internal and External Clients.
  • Assist the Board of Directors, the General Management and the Deputy General Management, in the aspects within its competence.
  • Participate in the elaboration of the Company’s Business Plan within the scope of its competencies.
  • Ensure the sanitation of working conditions, safety in the work environment (personal and property) and the implementation of tools to keep the health of the staff and prevent risks.
  • Coordinate health, hygiene and safety at work plans.
  • Ensure that the area generates the exchange of information related to the safety and quality of operations in all areas.
  • Ensure that Management staff have the necessary training and qualifications to carry out the tasks assigned.
  • Control the maintenance services related to the Company’s infrastructure.
  • Supervise and coordinate the general services of the housekeeping, surveillance and security, canteen and cafeteria supplies, cleaning and maintenance of the Company’s buildings and assets.
  • Supervise and manage the fleet service, its maintenance and spare parts inventory.
  • Supervise and coordinate actions related to the registration, administration and control of the Company’s assets.
  • Manage technical support and maintenance activities for all equipment and peripherals (workstations, printers, etc.), in all matters related to hardware and software.
  • Manage internal user requirements in all matters related to the installation of new workstations, workstations, printers, LAN connections, telephone interns, etc.
  • Manage the inventory and hardware control of all workstations and core software.
  • Coordinate the storage and distribution of supplies.
  • Plan the different action programs for energy-saving and the use of alternative energies.
